Rules Effective Date:  September 27, 2012

The Laingsburg Educational Advancement Foundation (LEAF) is a Michigan nonprofit corporation and a 501(c)(3) tax-exempt organization under the Internal Revenue Code. LEAF has a valid raffle license (No. R13816) from the Charitable Gaming Division of the State of Michigan to operate this raffle (event).

1. Location, Date and Time

The event is at the Eagle Eye Golf Club, 15500 Chandler Rd., Bath, Michigan on Saturday, February 25, 2012. Doors will open at 5:00 p.m. and dinner will be served at 6:00 p.m. The reverse raffle will begin at 6:30 p.m. and will conclude around 10:00 p.m. Other in-house raffles will be offered at various times during the event. A cash bar operated by Eagle Eye will be available to all entrants and participants who are 21 years of age or older.

2. Conditions of Eligibility

All individuals (participants) who gain entrance to the event through a raffle or dinner-only ticket agree to abide by all of the rules and conditions contained in this document, as well as all applicable local, state, and federal laws and regulations including all federal tax obligations. Participants agree to release LEAF and its trustees, officers, agents, employees, and volunteers from any liability with respect to all aspects of the event including, but not limited to, prize amounts and the prize selection process. The event is open to any individual residing in a country or state where the event is not prohibited. Participants must be at least 18 years old to enter the event.

3. Certificates

Only 150 reverse raffle tickets (certificates) will be sold or raffled for entry into the reverse raffle specified prize drawings. LEAF will withhold from sale up to three certificates for award during the event by in-house raffle. The holder of a certificate (entrant) will be granted entry to the premises and is entitled to one dinner. Entrants who purchase a certificate in his or her name may allow another individual who is at least 18 years of age to enter the event and have dinner by use of that certificate. Those individuals may participate in the other in-house raffles offered during the event. The winner of a reverse raffle specified prize will be determined by a random drawing of ping pong balls from a tumbler. Each ping pong ball in the tumbler will be imprinted with one of the numbers assigned to each eligible certificate. Verification that all certificate numbers are represented on ping pong balls used in the raffle will be made both before and after the event.

4. Certificate Purchase

The cost to purchase a certificate is $100.00 (U.S. funds only). An individual may purchase more than one certificate. Certificates may be purchased from any LEAF trustee or other authorized seller. Payment for certificates may be made by check, cash, or money order. If a payment is dishonored by a financial institution for any reason, that entrant’s certificate will be declared invalid unless full and satisfactory payment is made prior to the start of the event and as long as the event is not otherwise sold out. LEAF will make a reasonable attempt to notify the entrant by telephone or mail of any dishonored payment, but is not prohibited from selling that numbered certificate to another entrant. Completed certificate entry forms must be in the possession of LEAF by 5:00 p.m. on Saturday, February 25, 2012 or before all certificates are sold, whichever comes first, to be eligible for the LEAF reverse raffle specified prize drawings. All certificates will be handled and recorded on a first come, first served basis. A payment (including payments previously dishonored) received after all certificates are sold will be returned to the individual. Upon receipt of valid payment, a certificate with an assigned drawing number will be issued to the entrant in his or her name. Only one individual's name is allowed on each certificate.

5. In-house Certificate Raffle

Up to three certificates will be awarded during the event by in-house raffle. One certificate will be awarded to the winner of an in-house raffle and added to the tumbler after the 75th ticket is drawn, one certificate will be awarded to a winner of an in-house raffle and added to the tumbler after the 100th ticket is drawn, and the last certificate will be awarded to a winner of an in-house raffle and added to the tumbler after the 125th ticket is drawn. LEAF reserves the right to revise the number of certificates to be awarded to a winner of an in-house raffle and when that certificate is added to the tumbler based upon the total number of certificates sold.

6. Dinner-Only Tickets

An individual may purchase a dinner-only ticket for $30.00. The holder of a dinner-only ticket will be granted entry to the premises during the event and is entitled to one dinner. He or she is not eligible for the reverse raffle specified prize drawing on the dinner-only ticket but may participate in the other in-house raffles offered during the event, including the in-house raffle to win a certificate under paragraph 5.

7. Prizes

The grand prize for the event is $3,000.00 cash. The holder of the last numbered certificate represented in the tumbler at the end of the event is the winner of the grand prize, subject to agreements authorized by LEAF and made with other entrants. Several other cash prizes of varying dollar amounts and other non-cash prizes without a cash option will be awarded to entrants during the event, based upon a random drawing of certificate numbers from the tumbler. Other cash and non-cash prizes will be awarded to the winners of in-house raffles offered during the event.

8. Winning Chances

Each certificate represents one chance to win a reverse raffle specified prize. The chance of winning a reverse raffle specified prize depends on the number of eligible certificates in the drawing. If 150 certificates are in the drawing, the chance of winning the reverse raffle grand prize is 1 in 150. The chance of winning other cash or non-cash prizes depends upon the number of valid entries into each of those in-house raffles offered during the event.

9. Winners

If a winner of a reverse raffle specified prize is not present at the event, LEAF will notify the winner by telephone or mail based upon the information received on the certificate entry form. If after reasonable effort to contact the winner a reverse raffle specified prize is not claimed within 60 days of the event, the prize will be distributed to a nonprofit organization upon approval of the Charitable Gaming Division. The winner of a cash or non-cash prize awarded for an in-house raffle offered during the event must claim that prize the night of the event. An unclaimed prize awarded for an in-house raffle may be awarded to a subsequent winner. If awarding the prize is no longer possible through subsequent drawing, the prize will be distributed to a nonprofit organization upon approval of the Charitable Gaming Division. The name of prize winners will be available to all media, will be available from LEAF, and will be listed on LEAF’s website. Each prize winner agrees to allow LEAF to use his or her name, likeness, and any statements made by the winner regarding the prize for advertising or publicity purposes without compensation.

10. Awarding of Prizes

Delivery of any reverse raffle specified prize shall be made solely to the individual entrant named on the certificate. If more than one name is on a certificate, the prize will only be awarded to one individual of their choosing or to the first one to present him- or herself to the cashier's table. The winner of a cash prize of $600.00 or more shall provide to LEAF his or her social security number and two types of valid identification (driver license, social security card, voter registration card, etc.) to claim that prize. A winner shall complete all IRS and other forms requested by LEAF before delivery of a cash prize. If, after reasonable effort, LEAF is not able to obtain required information from a winner of a reverse raffle specified prize within 60 days of the event, the prize will be distributed to a nonprofit organization upon approval of the Charitable Gaming Division.

11. Authority and Control

The decision of the LEAF Board of Trustees is final in all matters concerning the event. The event is subject to the laws of the State of Michigan and is void where prohibited by law.
